What makes my idle higher when I first start it?

What makes my idle higher when I first start it?

I've noticed more times than not that my idle is kinda low on start up. When I had my 94 everytime I would start it it would Idle abit higher for about a min or so and then came down after the engine came to temp. what sensor woud make the car idle correctly. almost seems like it wants to stall out at idle when it's cold.

The PCM sets the idle speed based on coolant temperature, and using the IAC valve as noted in the post above. Could be a faulty coolant temp sensor (the one in the water pump housing) or the IAC as noted above.
