what is the hose in this picture?

it is the hose just to the left of the TPS (upper left in that picture) and it runs and connects to the passenger side valve cover
i found oil in this hose where it connects to the throttlebody, not a whole lot of oil but enuf to tell it was oil by wiping my finger in the hose and on the connection at the throttlebody you could visually see oil around it...

The normal function of that line is to flow filtered, MAF measured air from a port in front of the TB blades, to the passenger side valve cover. That air is pulled through the crankcase and lifter valley by vacuum through the PCV valve, on the drivers side of the intake manifold. If you get a situation where you have a plugged PCV valve, or the rings are allowing excessive bypass, the vapor buildup in the crankcase is relieved by the vapor flowing backward through the line to be dumped in front of the TB and pulled into the intake to be burned.
Even on a healthy engine, you will get a small amount of oil droplets blown back into the line. Pull the top cover off the TB, and see if you have a buildup on oil in there, because that's where the air passes through on its way to/from the port on the TB.
Some people buy a Deutsch PCV filter and put it in that line to reduce oil carryback. But check the engine for blowby before doing anything else.

well, i thought thats what the drivers side was for. there is a line off the intake manifold (drivers side) with a pcv valve in it that runs to underneath the throttlebody back into the intake, i'm pretty sure thats where all the ventilation comes from...
passenger side has me stumped tho, it has no pcv valve in it where it connects to the valve cover...

PCV is on the drivers side of the intake. The hose he's referring to is going to the TB. Mine had oil in it too since its coming from the passanger side valve cover. I've seen a few just put a mini filter in the valve cover hole.

like 30m ago, i replaced the pcv valve on the drivers side and the hose that runs between it and the hardline, it was torn and when i pulled it off, it ripped apart with ease
