What are the extra bolts that came with my Pacestter LT's

What are the extra bolts that came with my Pacestter LT's
They were at my door today when I got home, and they're already in! These are the 93-97 Race Headers. They came with the 12 black flange bolts to attach them to the heads.
My only question is what is the shiny bolt for with all the shiny washers and everything? Don't know what that could go to....(not in directions either)
Anyone who has these let me know if you figured it out.
