The LS1 uses four vertical bolts, and two that enter horizontally from the sides.
In theory, putting the outer bolts at an angle could help prevent side-to-side movement of the caps, but there's already the indexing on the block to minimize that. Or, you could surmise that it is done to put the bolt into a "meatier" part of the block's web. But even that is debatable when a block has been designed from the start for the use of four parallel bolts.

No a LS1 cap looks like this...

4 straight and two from the side.
Angled bolts can tie into more material in the block, if there is any more to tie into. I've switched to a 4 bolt main cap register that is wider than the stock 2bolt but it also uses a splayed cap.
