What causes idle to increase every 10 esconds after going into closed loop?

What causes idle to increase every 10 esconds after going into closed loop?
The car runs great until it goes into closed loop. Then the idle increases every ten seconds. The IAC count is around 80 and the short term fuel trim goes negative. Can a bad oxygen seensor cause this?
