10 inches of vacuum will work the breaks just fine. Just don't pump them in traffic.
Ya are not likely to get to 10" with the cams ya want to run.
218/224@50 on a 110/112+4 will do it for ya. Ya will have to get in the upper 240* on a 108+4 range to effect your brakes.Ya can always put a vacuum can on it too.

I doubt the le1 is so big that it has any affect on your brakes. You are probably just thinking about them too much since you put the cam in and your mind is telling you they are sucking because of the cam. The reality is that they sucked before you put the cam in.
