I'm sure you can buy just that seal from a dealer. I'm not sure about aftermarket options.
We tried lots of things to get that seal on. We eventually slid it onto an oiled, deep well socket that was about the same size as the shaft. We slid it from the socket onto the shaft, and tapped it into the cover using a larger deep well socket. It worked pretty well for us. I think a lot of people use a magic marker as opposed to a socket. A search will probably turn up some install tips.

I use the coupler that turns the water pump. I put a slight taper on one end, lube it up and use it to install the seal. Some guys have also used the cap off of a sharpy marker. Either way, be careful cause its super easy to screw up.
I used the exact sharpie pictured here, and it worked PERFECT. A little oil on the seal and it slips right on. Then just tap it on with a socket.

I recently used a combo of the sharpie and water pump drive coupler. The sharpie is nice since it is tapered a bit which allows a nice gradual stretch. Then I transfered it on the coupler, which I sanded a slight taper onto. The coupler is so nice because you can install it onto the drive so it is perfectly flush and slides right on. Just be sure you see it start and end correctly with the back lips of the seal staying back and the front pointing forward.
Another thing that I noticed from a leaky seal which I though I installed perfect was some extra slop in the drive shaft. With my most recent seal their was still a bit of wobble but it was much more snug. This time no leaks either.
