I was wondering if this package is worth the money, or should I try to buy all the parts to make my own.

Parts are fairly priced, machine shops make money on machine work/labor, they don't make a ton on the retail end of parts. I can't see doing a 396 and leaving the stock heads on. Save money and do a 355 with heads and cam.
I think it would be good to know what exactly he plans on doing before shooting off ideas like "Save money and do a 355 with heads and cam.".
If you plan on doing heads later, I recommend doing the 396 now. That way you are not building it twice.

well whats done to you car as of now?
If your stock you could get the bolt ons done. That way when you do build a motor all you will be paying for is the build.
Long tube headers, exhaust.
Cold air intake, pcm tune.
Gears, 1.6 roller rockers.
No matter what type of build you do down the road you will re use all 6 of those parts listed.
You should also do subframe connectors and a pcm tune.

I have a stock 93' z28 with a cai, but my oil pump went out and shot a rod. That is why I was planing on buying a short block. I was wondering on like what cam and other parts to finsh the short block that I should buy.
