The engine is able to turn over smoothly now. I put some oil into the cylinders to loosen things up and hooked up a new Optima. Before I was using jumper cables hooked up to the starter and engine block and to a running car, but this wasn't providing enough power.

I'm trying to get a oscilloscope tonite to see if VATS is the problem.

Has the VATS been disabled in this PCM, or is it still enabled? Are you using all of the VATS components and are trying to retain the VATS system?

VATS is still enabled, I'm using all of the VATS components and a resistor which matches the key soldered into the VATS module wiring.
