valves bleed down when motor turned off

valves bleed down when motor turned off

I took off my valve cover to adjust my valves then started my motor and had to turn it off because I was interupted when I turned it off all my valves closed and the rocker arms were even within 30 seconds is this normal.

No. It is not normal. Some more engine info. would be useful.
