i just had my heads redone and new springs and 1.6 comp. mag. roller rockers, (self-aligning) they arent set just the rockers on on there with the nut finger tight, have to wait till tommorrow to set the lash on them...well anyhow i was gonna just set the valve cover on there to keep the valve covered up and the valve cover wont go all the way down flush with the heads.

is this because the rockers dont have the springs pulled down or what not???

With the promags and the stock valve covers you need to bend the metal lip down that runs between the rockers. You will see it on the bottom(valve part) part of the cover

 

I cut mine out with a dremel & a cutting disk...
