Any hose of similar inside diameter will work. There should be a plastic elbow that pushes into the grommet in the top of the valve cover, and the hose pushes onto the plastic elbow.

Its not actually a "vacuum" hose. Is supplies air from in front of the throttle blades to the valve cover, so it can be pulled through the crankcase by the PCV valve vacuum. It isn't unusual to find a bit of oil in the hose of the throttle body, but an excessive amount may indicate heavy blowby on the rings. When the PCV valve can't handle the volume of gasses produced by the bottom end of the engine, the pressure will blow the vapor through the valve cover, where it entrains oil droplets, and into the throttle body.

Check the PCV valve to make sure its working.

I think it was more oil than it should be, if the pcv was bad it would def make the car idle bad when it warmed up right, and would it set a DTC code

No DTC for a faulty PCV system. Wouldn't necessarilly make it idle bad. Sounds like you may have excessive blowby. Time for a leakdown test.
