Question trouble code help please!

Well my 1997 Z28 just set a code today I have p0420 witch comes back to "Catalyst System Efficiency Below Threshold (Bank 1)"
I have also been having a code p0410 that comes back to my smog pump witch seams to be replaced.
Now I need some help here on the p0420 code bank one is the drivers side?
If it is then is it the O2 sensor or is there a down stream O2 sensor on the drivers side like there is on the passenger side.
Or is it the converter on the drivers side?
Thanks,

P0420 sets when the after-cat O2 sensor on the driver's side indicates that the catalytic converter is not performing correctly (low oxygen storage). That can be caused by several problems:

-dead cat
-faulty O2 sensor
-faulty wiring to the sensor

Swap the two after-cat O2 sensors side-to-side - that will tell you which one is the problem. If the problem/code moves with the sensor (P0430), its a faulty sensor. If the problem stays on the driver's side (P0420) its most likely the cat, but you should check the wiring as well.

No sympathy on the temperature... It was 13*F driving to work this morning, in NJ, with a 20mph wind.

Predicted wind gusts of 75-85 MPH here with snow accumulation of up to 2-4 feet...
