tps sensor will not go over 3 volts,wot. problems?

What specific numerical code are you getting?

Have you verified you have a constant 5.0V between the black and gray wires in the harness connector, with the connector off the sensor?

Have you verified the closed throttle voltage, the WOT voltage between the black and blue wires with the harness connector on the sensor, and when you slowly rotate the blades open, does the voltage slowly increase, with no spikes or dropouts? Jiggle the harness wires to see if it causes intermittent changes in the readings.

Installation on a stock TB does not require adjustment (nor is there a way to adjust it, unless you modify the mounting holes). That's only for aftermarket TB situations.
