Between .23v and .9v at idle (closed). When you open the throttle the voltage should increase smoothly and peak at WOT (with the PEDAL, not your hand) about 4v higher than your idle voltage. For example, if your idle voltage is .6v, then your WOT voltage should be approximately ~4.6v. If the voltage goes past ~5v you'll get an SES light for TPS voltage HIGH.

Before you check the TPS voltage:
-verify the idle speed is within spec. The throttle stop screw may not be adjusted correctly, and that would affect the TPS reading.
-verify the IAC counts are between 20-40 counts. That verifies the throttle position. (you need a scanner or scan software to read this value from the PCM).
-now check the TPS voltage.
