If you make the first pass 71 ft. lb. how can a second pass of 35 ft. lbs. do anything?

My intake is torqued to..... ?? I know many will tell you it's important to torque it but I NEVER do. On a composite intake I would but on an aluminum or iron one "I" don't think it's really necessary. ALL of the bottom end and the heads I torque but not the intake. according to the "book" you SHOULD torque damn near everything. Such as, plugs, headers, water pump bolts, and many more but do any of us follow the book? Shame on me...I know I don't.

If you can get the bolts pretty much torqued consistently then I don't see it as a problem, but if not then you stand a good chance of warping the intake. Do you at least torque the bolts down in a sequence (inside-out)?

Yes, I always do that to make sure the gasket seats properly. After you work on cars for a while (15 years+, I'm 32) you kinda get a feel for how tight they need to be. I have never had a problem.
