4.47 closed throttle .575 wot key on engine off between blue and black

You measured something wrong. The gray wire supplies the 5.0V reference voltage from the PCM. I assume you measured between the gray wire and the black wire when you measured 5V. If you have 5V on the gray wire, there is no way you can have a signal voltage that exceeds 5V.

On my 93 I measured the blue wire with a multimeter.

That's OK. There is no need to set the TPS closed throttle voltage at any fixed number. As long as the closed throttle voltage is between 0.20-0.90V the PCM will baseline the voltage as the 0% throttle position, and then prorate up to that voltage plus four to establish the throttle open %.

Most factory, unmolested sensors read about 0.65-0.67V. Some people claim they get better results at a very specific number, like 0.50V but I've never seen any evidnece of that being true. Not in the LT1. That was true with the 3rd Gens. I've reviewed 100's of data log for people and the numbers can vary all over the place. If the values fall out of the acceptable range, you will get codes.
