What's the purpose of this vent? does it only plug into the elbow for "emissions"/"clean air" laws? or does it affect the way the car runs somehow?

There are two versions of the 1LE elbow. One for vented opti and one non-vented. You bought the wrong one.

Just drill a hole in the top of the elbow and push the little blue plastic fitting in.

The most vulnerable part of the opti is where the wiring plugs in on the top passenger side, to help seal that I put a little silicon grease on the seal and mine has had a few dexcool baths since with no ill effects at least not once the plugwires dried out.

I hate to revive the dead but...

I just spoke to my Lt1 guru mechanic. He swears by sealing the opti with silicone. He said he went through six of them and after sealing the last one up, it has worked for years. I have a brand new one sitting here, I'm going to give it a shot and let you guys know how it goes. I'll make sure to get some in that passenger wiring area also.

I could just as well swear by not sealing it, that it would last the same. Mine has been on for many years and I occasionally and carefully use a hose in the engine compartment (as well as having been in some deep puddles a few times). Some silicone sure won't hurt anythng, though.

Well that's a good point also. Since it can't hurt anything and is already out, I might as well give it a shot.
