Surging TPS Volts

Surging TPS Volts
New TPS and Pigtail. TPS volts surge back and forth from .067 to .082. Surge happens in park and drive. Any suggestions as to what could be causing this issue? Connections have been triple checked on new pigtail. It also did this prior to changing TPS and pigtail.

Unless it's causing issues I wouldn't worry about it. But you might help to check your throttle body shaft for play.
