still have spark control ground dtc. PCM failure?

My problem is intermittent. I have had a problem with cold starting my car and having a very low, rough idle. Here's what it does:

idles at 500RPM (idle set for 900)
both fans on when cold started, open loop
DTC for electronic spark control circuit grounded, SES light on, but code only comes up as a memory code, never current
IAC maxed out
erratic fuel injector behavior, usually has a 8 or 9ms pulse width while acting up
runs very poor, stumbles around 2k, barely driveable until 2-3 minutes passes

Normally this code and the problem comes up when I first start it during the day, but today it came up after I drove back to work from lunch too. Has acted up once or twice shortly after I started driving too. A quick shut down and restart fixed the problem. In the morning however, this has never worked. I have replaced the opti (even though I have a delteq) and found that one of the two screws that holds the opti driveshaft into the cam broke off and disintegrated in the opti (literally), sending shards of metal into the magnet on the cam position sensor, bending the disc. I tried playing with the harness to check for bad wires, no luck.

Considering that the problem happens mostly when cold, intermittent regardless of if I drive it or not, and doesn't apparently have anything to do with the opti or harness, do you think it's safe to assume it's a PCM fault? My PCM was 'the worst one I've ever seen' according to Ion who programmed it a year ago. He also had to replace a chip on it as well before programming.

If the IAC is maxed out then the motor is choking... idle will struggle. Crack the TB blades and try again.

Sorry, should have specified. Idle counts were 160 if I remember correctly. Isn't that full open?
Keep in mind it runs and idles fine after this problem goes away, nothing odd shows up on the autoXray either, without adjustment.

Right its open as far as it can go... no longer can the computer compensate for air demanded by the motor. So the idle will suffer because the motor needs X amount of air to run at 900 rpm but it can only get X-amount of air needed for 200 rpm since it running at 700 rpm(900-700=200 rpm). Maybe that makes no sense but the idea you are supposed to take from this is the motor is choking.
