Steering is way too hard at low RPM

Steering is way too hard at low RPM

I took my 97 formula into a mechanic and he couldn't even give me a solution to this problem. When I try to park, or lets say... back out, I have to give the car more gas than it needs to be able to turn my wheels. Its almost like I have no power steering at idle at all. Anyone have any solutions? Personally, I think my power steering pump isn't strong enough. The Rack & Pinion was replaced not long ago and the problem still wasn't fixed.

Assuming your power steering fluid is fine, it's probably your pump on it's way out.
