I'm trying to eliminate possible problems why the motor isnt firing. Should the starter only turn 1/8 to 1/4 of a turn? If I keep trying to start it, keep the key pushed up, the starter will only turn 1/8 to 1/4 and stop then rapidly turn another 1/8 to 1/4. Is this normal? Thank you for any help.

 

Not enough power to the starter would be my first guess. Check the battery state of charge and the tightness of all the battery cables.

 

The battery is brand new

 

Check the state of charge of the battery. It may be new, but the charge could also be on the low side.

 

does it ever go all the way around? could be hydro locked
