I know my speedo is off due to 3:73 gears but I figured out last night that my speed limiter is set at 132mph. Tried it a bunch of times. Couldnt be fuel related at the same exact speed right? Is the PCM seeing 132 or is it seeing less cause it really does know the actual speed?
If you have a Z28 with the 150mph dash then you do not have a speed limiter. Why and how are you going to 132mph? Legally hopefully. If you're hitting 132 with 3.73 then you are probably maxing it out and can't go any faster. At 133mph you are at 4500 rpm with 26" tires, with those gears, in third (1:1). I don't know if these cars go in to overdrive at WOT.

When I am actually doing 60mph my speedo reads 68. So how fast am I going when my speedo reads 132? More like 120ish?

Stock tuning puts the top speed limit in the range of 108-115MPH, depending on year. If you have the Z-rated tires from the factory, the speed limiter is set to 255 stock.
If your speedo is "off" because of a gear change, the PCM has no way of knowing that. It thinks, based on the pulses its receiving from the VSS, that its going the speed indicated on your speedo.
If you went from 3.42 to 3.73 without reprogramming, you have a 9% error. True 60 = indicated 65.5, true 121 = indicated 132.

I don't know if they will with a stock tune. I remember having to let off of mine to let it shift into overdrive. I'd have to look at a stock tune to see.
