Slow cranking problem.

My car turns over slowly for about 2 or 3 seconds before it starts... Does it every time I crank it, no matter if it's been run for an hour or just starting in the morning... Battery tests at 12.6 volts... With a load, the battery drops to a little below 11 volts... I'm getting 12 volts to the starter... The purple ignition wire at the starter tests ok... I cleaned the ground connection at the motor mount along with the ends of both cables... I removed the starter and had it tested at 2 places and both said it was good... It acts as if the timing is too far advanced... I've replaced the optispark so I know there's no way it could be install wrong and the timing be off... I'm stumped and up for any suggestions. 94 Z28/ A4 /61,000.
