service engine light will not flash when scan tool is connected

i have a 94 lt1 i am having problems with so when i put the actron scan tool in the 12pin connector the service engine light will not flash at all. can anyone help?

Those scanners won't work on our cars. You have to scan it via laptop and cable

There are scanners that will work on the 94 and newer cars.... AutoXray, ScanMaster and the "real" Actron scanners. But it sounds like he has one of the $30 Actrons, that simply shorts out the ALDL pins and tries to flash the codes on the SES light. Only works on 93 models, and a $.02 paper clip works just as well as a $30 Actron on the 93.
