What if it reads correctly or is that possible? Are there any wire i should take a look at cause it may be a few days before i can get a meter to test it.

The wire to the pump from the relay is gray. It goes to the prime connector and back to the top of the tank so that might be hard to trace. I'm going to check capacitance to give you a reference on that too. But it will be a few minutes till I can.

Duh, capacitance would have to be checked across the motor so forget that one. If you read 0 then you have a short, where I don't know, might be at the pump itself.

New update i unplugged the fuel pump same problems. I then recharged the battery and plugged up the HVAC controls. The security light was on but then went away. I then turned the key to on and the SES light comes on and the fuel relay makes steady clicking noises. When the key is turned to start the SES stays on and the fuel relay stops making noises, it does not blow the fuse.

I plugged up the fuel pump but still same problems.

That is good for me. Do you have a electric meter to test the cuircts? I do not have one.

Unfortunately someone stole my Fluke Meter a couple years ago and now I have a little meter but I think it's fried...I'll check it when I get outta here (I'm in school). I'll ask around to see if we can borrow one from somebody...do you think if you narrowed it down anymore? Like what the cause of this chaos can be? It's a little hard to keep up with these but you basically ruled out the MAF correct? And now it could be something with the fuel pump? The connections to the fuel pump...right? I'm gonna do my darnest to figure this out but it is probably over my head. I'll ask a couple of poeple if they could possibly stop by or something.

I have tried to narro it down but every time i think i figured something out it does something different. It is not giving the security light at all anymore i know that.
Ill have to try to find someone with a meter too as im out of $ to buy one right now. I have all the service manuals but they are really kinda worthless to me as they are hard as hell to read and understand.
One other little thing i noticed it is doing is the #1 Fan relay under the hood is clicking too. I have no idea what would cause that.

Im considering ripping the whole wiring harness out of the car now.

Does your SES light flash with the fan relay? I wish I could be there to help. I've been an electrician for more than 20 years and I am better at troubleshooting in person than I am explaining how in print. I think that if you still have a problem with the fuel pump relay chattering and the fan relay then it might be your PCM. But,It could still be the Anti theft module. I hope LT1Bunny can get a meter to you and I suggest you start over with the disconnecting of the things that are on that circuit to narrow it down.

Then you need to hook up a scanner and see what the code is because it will help you find the problem or steer you in the right direction. Your situation is getting stranger by the minute making it hard to troubleshoot by print.

Those are probably your fuel pump and guage. I hope that's it and the problem is solved.
