Running Rich
I am in the same boat, with my hot cam car. I only get 115mi to a tank of gas. I went as far as changing my opti, wires, plugs, coil, and o2 sensors. But it still is running rich. I am now going back to a stock intake instead of my fully ported intake manifold; I hope this will be it but I am not holding my breath.
Have you scanned it for codes? Not all codes turn the SES light on. Fans running at startup is a sign there's a code set. Did you check to make sure the SES light even turns on briefly when you turn the key to run? Maybe the bulb is burned out.
How di you determine its running rich? Exhaust smell? Plugs carboned up?

I agree with Injuneer, check for codes.
Also, your IAT (intake air temp) and ECT (Engine coolant temp) can effect your commanded fuel. The PCM looks at one coolant temp sensor for fueling (in the water pump) but another one (the one in the head) to run the dash gage.
