Rubbing noise

I posted this before in another thread i had about starting up my 383 for the first time but am still having some issues so figured I'd post again. As soon as i started my car up i heard a rubbing noise, everyone agreed that it must be coming from the timing cover so i removed the cover and there were 3 scratches in it that still rubbed, nothing deep (http://3gc.net/misc/timing-cover-scratch.jpg) . So i went and removed a ton of material off of it because i didnt' want to have to take everything apart once again. I had some issues getting it to start up again after i put it back together, turns out the optispark was on wrong. I straightened that out and it fired up, but still makes the noise. So once again I removed everything and took the timing cover off just a little while ago. There aren't any sings of it scratching at ALL.

The noise is present with the belt on and off, with the valve covers on and off, and there isn't any sign of the timing chain rubbing, i also checked to verify the optispark dowl length. Using a screwdriver handle to my ear and the other end to various parts i can't pinpoint the noise. It dosn't sound like it's coming from anywhere in the oil pan. All i hear is oil in there. Nor the timing cover, I checked in three spots. I hear a noise but that's just the chain and oil spattering.

This is my current setup:
Golen 383 Street/Strip Shortblock - eagle cast crank, scat 4340 forged I-beam 6" rods, SRP forged pistons, melling HV oil pump, ARP main and rod studs, celvite bearings etc
Advanced Inductions Street/Strip heads/cam package
Comp Cams rocker studs, pushrods, guideplates, double roller timing chain and Pro Magnum 1.6:1 Rockers
Advanced Inductions Street/Strip ported intake
Yank 3000 stealth stall
Racetronix 37# injectors

I'm stumped, anyone have any idea what else this could be?

Here's a video of the noise: http://3gc.net/misc/MVI_0887.AVI

Edit: I forgot to mention I removed the oil pan last thursday to check if the crank was was rubbing. There were no sings of it.
