Its a gasket. It seals the top plate so you can't pull dirty air past the cover plate, and into the passage in front of the throttle blades. Not clear why they made it so large, but its a gasket.

Do any of you replace your TB gasket when you take it off from the intake manifold like for cleaning and such? I have cleaned my TB a couple times and never replace it. I have heard some people say they replace it.
