uhhhhhh 1/4 or half turn past zero lash for optimal power
stock specs are 3/4 to 1 full turn past zero

or do you mean the torque spec on the rocker stud into the head?
if thats the case i dunno of the top of my head but id guess idunno 40 ftlbs
but dont quote me on that

The rockers themselves don't have a defined torque value, as mentioned above, you set the valve lash: http://shbox.com/1/4th_gen_tech2.html#adjust_valves

Here's one for ya: Why do you say that for optimal power only go 1/4 to 1/2 when if that is the case why would anyone go beyond 1/4---or even 1/8th?

As stated above, you don't mount rockers by setting a torque value, you need to set the lash (amount of spring force the lifter places on the pushrod/rocker/valve). Here's a link to several lash setting procedures on Shoebox's site: http://shbox.com/1/4th_gen_tech2.html#adjust_valves
