Yes. The pre-cat O2 sensors should be switching above and below 450mV about 9 times per second. Readings of less than 100mV to more than 900mV are "normal". If the value was "steady" it would be a problem.

The o2 on the left side must be working though as the car is running in closed loop, I'd still like to see what its reading for the mv's....
