If the Opti is "out of time", it isn't a defect in the Opti. It's a problem with the install.
I'm in complete agreement with the post you responded to. If you have spark, and you get an occasional sound of a cylinder firing, the Opti is providing the required pulse signal to the PCM, the PCM is sending the required pulse to the ICM. The ICM is firing the coil, and the coil is firing the plugs (at least one of them).
Fuel pressure has been mentioned, you said you were going to check it. Did you?
In the 18 years I've been helping people on sites like this, I would estimate that at least 10% of the Opti installs fail because they are not aligned correctly. Most of those people were positive they did it correctly.
Also make sure you have the plug wires on the cap in the correct order.

I haven't checked fuel pressure yet, but I did check the plug wires, and they're correct on the Opti. Regardless, I need to pull everything apart and pull the Opti and reinstall it and try to start the car once it's reinstalled but before everything else is installed in front of it. Sigh.

I checked the fuel pressure today. With the key in the "On" position, the fuel pressure is 41. While trying to crank the car, the pressure fluctuates between 41 and 50.

Before pulling everything apart to check the new Opti, I decided to try one more thing. I attempted to start the car in "limp mode," and it fired right up. Anyone have any idea what that means? I didn't let it run long because I noticed I need to replace the clamp on the lower passenger side water pump hose because it's leaking. The SES light didn't come on, though, during the short time it ran. So confused right now. I'm thinking the next step may be checking the fuel pressure regulator because as far as I know, it's original to the car.

I tested the TPS, and I get the normal 5 VDC on the grey wire. However, from what I read online, the blue wire should give me a voltage of 0.5, but I'm only getting 0.04, so I'm thinking the TPS may be bad.

Just a pointer and a suggestion,when I did my opti,when I aligned it n it slid perfectly in, i tighten the bolts holding it,plugged in the icm n coil,n spark plug wires in order,and I started the camaro n it fired up quickly n i shut it off,knowing that I have it lined up correctly n peace of mind.

A signal voltage near 0 would seem to indicate an internal short in the sensor, or in the harness connector. Connector off the sensor, measure the resistance between the blue (pin C) and black wire (pin B) sensor pins. See if it is near 0 (internal short) or if it has a greater value (I'm thinking its somewhere near 2,000 - 3,000 ohms) and see if it varies when you move the blades.
