You might want to use some penetrant on it like PB Blaster and then use a removal tool if the vice grips don't work. Sears has several tools for removal of broken bolts when there is something to grab.
This is a simple fix, and yes I have done it before. No welding or any of hat stuff required.
1) Spray the bolt down with PB Blaster or some like pentrant.
2) Take two nuts and spin them onto the bolt, I can see the pics and you have enough thred to get the job done.
3) Use a box/open end wrench and loosen the bolt by working the button of the two nuts.
4) It will work, and buy ARP hardare next time
