There is a gray piece of foam sticking out from underneath the IAC. Is this normal?

I found it necessary to drill a IAC bypass hole in that TB. If you look low between the bores of the stocker above the IAC feed hole there is a small hole drilled, most aftermarkets do not have it drilled. Some people open the TB a bit with the throttle stop screw but that results in a less than perfect idle and can require some TPS adjustment. Drilling the hole works much better, just use a bit about the size of the stock hole.

That is a seal for the TPS and yes it is normal. The IAC is the one on bottom of the TB.
