The faster you go at the track, typically the more critical the track tech inspections are (i.e., drive-shaft loop, a cage or roll-bar at 11.49 and faster). The SFI rating is an NHRA/IHRA safety requirement (I can't remember the exact damper requirement).

At a minimum, you should probably have an SFI rated damper and flex-plate. Check with your track tech person, as these issues tent to vary (enforcement) from track to track.

Per the 2008 NHRA rulebook Section 4, 1:2 Engine, an SFI 18.1 harmonic balancer is required starting at 10.99-seconds and below.

If I could bolt that dampener on and run a 10.99 I would buy 2 LOL I may need some other things to help the car out to run that fast

If the damper actually worked and gave you a 10.99. Then next you should order a "Top Fuel" fire suit and you would be in the 4.50s.
