if you disconnect the line and no fuel comes out then yes its bad. or bad wiring. but you cannot accuratly test a pump like that becuase even if it only produces 15 psi its gonna look like more when it comes spewing out. im willing to bet its your fuel pump. especially since it is intermittently working. just a hint tho, when i worked as a parts specialist we sold a ton of fuel pumps in the dead heat of summer and the dire cold of winter. it seems to me that severe temps play a role in weak or old pump failure. of course the same goes for batteries too lol.
