Please Help, Car Won't Start And Info Needed On Fuel Pump Install

Ok guys I really need your help. Like a dumb A$$ I ran out of gas yesterday and when I put gas in it never started again. When I spray quick start it starts for a few seconds so it is getting spark. I did not hear the fuel pump any more and sure enough the pump is not working.

Does this normally happen if you run out of gas.

Also do you have tips or trics on getting the fuel tank down or in.....

A friend did my last fuel pump. He cut in through the top. Took it out that way, and put the new one in. Took a piece of sheet metal and riveted it back over the hole. Sorry I don't have specs/dimensions where to cut. Just watch out for sparks. I'm sure someone on the board has the dimensions and where to cut. Sorry my directions aren't detailed. If there ever is a problem, all I have to do is drill out the rivets and slap in a new pump.
