ehh i doubt that, it was an old guy who i bought it from and he was the original owner, car was baught in pensacola and has been here all its life. Car wasnt modified, and it only had 58k miles on it when i bought it. the car was never wrecked and never went to the dealer for any work, except the recall on the air pump.
No, you didn't get what I meant. (IF) i'm right you need to pull off that little connector on the end of that hose that is hanging because I believe that is your "vacuum harness" that goes on the drivers side of the intake manifold with one hose going to the egr solenoid and one hose going to the vacuum solenoid (its the lower right hand corner of the diagram from shoebox's website). Check to see if you have that part of your vacuum set up properly. That hose in the picture does in fact look like your air pump bleeder, and if you can't hook it up to where the diagram shows it should, the hoses there maybe hooked up wrong. If I am wrong then I've got nothing. Good luck.

From the picture it appears that the little connector, at the end of the vacuum hose that is just hanging there, that kinda looks like an "F" is not supposed to be there. It should be hooked up to your intake manifold. With one line going to the egr solenoid and one line going to the vacuum solenoid near the air pump. Hope I'm right and that helps.

This is the overall view. It runs from mid motor to air solenoid in front

It connects to the solenoid with the middle fitting ( pic is sideways)

This is where it connects to the intake.
Sorry if they are blurry at all, the camera didn't want to work that well in 10 degree weather

Is it just me or does that hose with the white and black check valve and vacuum harness thats hanging down in 96supersport's car look a heck of alot similar to the hose going into the drivers side of the intake manifold in cr97ws6's car???
I thought that the hose hanging was the air pump bleed hose. I take that back.
My set up is the same as cr97ws6's in the picture, except that I have a different intake location. Your intake should be the same as mine. You will have two vacuum hoses from the opti, one going to the intake minifold with two blue valves, its in the picture, and the other connects to the intake elblow via a blue 90* angle connection.
Again, IF I am right, the reason you can't move that hose in your pic anywhere is because that other hose, without the white and black check valve is connected incorrectly.
If I were you I would disconnect that vacuum hose with the check valve and vacuum harness from where ever it is connected. Then connect the vacuum harness to the intake manifold. Then run it toward the vacuum solenoid, i'm guessing it will reach. Then you should have another hose going from the vacuum solenoid to the shut off valve. This should leave you with one open spot on the vacuum harness on the intake manifold, now locate the egr solenoid towards the back of the intake manifold, there should be a hose going from that solenoid to the open spot on the vacuum harness. As far as where that hose that you orginally had connected the the vacuum harness goes, I'm not sure.
If you follow the posted diagram, you should be all set with no code. And If what I am guessing is true, I would closely examine the vacuum hoses/solenoids on the other side of the intake manifold, who knows what else might be mixed up. Good luck.

Looks to me like Javier hit the nail right on the head. Appears the dealer may have got sloppy when they did the AIR pump recall work.

ok new question, i got the air solinoid hooked up right and in the right spot, i have it hooked up correctly with the egr on the intake, then i have the other vacuum line running to the shut off valve, ok next question
the bleed valve on 96 and 97's where does the vacuums run from that?

I may be wrong but the three squares on the top of the diagram that shoebox posted is what the car used to have and the three squares on the bottom of the diagram are what the car has now.
You really only have to pay attention to the bottom-middle and bottom-right squares. If you study that diagram carefully, it should be very clear where everything has to go, and you should be set. Good luck.
