Canister purge flow when not commanded. Most common cause is the purge solenoid stuck open from a charcoal cannister starting to break up.

could also be a vacuum leak at the purge solenoid. i had the same code, i replaced the cansiter and solenoid and it still came back. i ended up zip tieing the two vacuum hoses to the solenoid and that solved my problem

 

Can also set if you have the two hoses on the solenoid reversed. Check it per Shoebox's photo:
