P1351 / DTC 41 ICM circuit (Open or Shorted)

I took the following steps when diagnosing my car, using a chart I was given: (1996 Chevrolet Camaro Z28)

1.) When you clear the DTC does it come back on immediately?

YES

2.) Check voltage @ Terminal B on the ICM harness connector with ignition on, is there more than .5 volts?

NO….. .05 - .1 volts

3.) Voltmeter on AC scale, crank engine and observe voltage @ Terminal B on the ICM harness conector. Is it between 1 and 4 volts?

YES ……. 1.2 – 2.4 volts

4.) Ignition off, Probe (with positive) ICM harness connector @ Terminal C, should have voltage.

YES the ground is good for the ICM.

CONCLUSION………….. I am finishing up the test, will have results soon.

EDITED: I edited before, i thought it was the ground, but tested it wrong.

Trying to cure this problem and get rid of the code, thanks.

Something is wrong with that diagnostic tree. Terminal C of the ICM is the ground, so there should be no voltage on that wire. You should be checking for system voltage on terminal A with the key ON. The ground for the ICM is right there on the coil mounting stud.

My fault, its suppose to be, probe the C Terminal with positive and see if the ground is good, which I did and it is good, fixin to do the rest of the tests.

Here's a link to it:

Your 96 is wired slightly different than that OBD-I diagram in the link. The tests are basically the same, though.

any chance you would have that diagram? Or could possibly modify that PDF to show me how it should be done? maybe in an image? thanks, this is what I need, that would really help me pinpoint the problem.

So that chart is no good for me? all the wires and everything match up, but i know the OBDI has a different coil pack.
