i know i have to remove the water pump but do i have to remove the balancer to change the cap and rotor

 

Yes, you need to remove the pulley/damper assembly, but not the hub that slides onto the snout of the crank. Remove the three bolts and then pull the damper using a puller. A large drift and hammer will usually get it off too.
