Opti Harness Question

Is this universal? Will it work on a 94?

That link is for a 95 - 97, the 93 - 94 uses a different length connector that plugs into the opti so this harness won't work for you. Not sure if Casper makes the 93 - 94 style, but you can see from Shoebox's info below GM had 2 different part numbers:

1993-1994 optispark (non-vented)
electrical harness 12106559 $55.19

1995-1997 optispark (vented)
electrical harness 12130319 $67.70

The two harnesses do not interchange.

If you are switching a 93/94 to "vented", you use the harness for a vented (95-97) Opti. The difference is the connector on the Opti, so the harness has to match the Opti, not the model year of the car.
