Only getting 21MPG Highway, suggestions?

Just had to refuel again today, Only got 217 miles out of the tank 60/40 highway/city driving, which equates to 14.6MPG

Get a scanner on the car and watch for knock retard. Your cutout being open all the time may be causing the engine to retard timing reducing your milage drasticaly.

If the EVAP system is broken, it could draw clean air into the manifold (vacuum leak). The MAP sensor will read a higher MAP value (lower vacuum)and ADD fuel because it "thinks" you have the throttle open more than you really do. Adding the fuel will cause you to run rich (burning more gas and eating into your mpg) and foul the plugs (poorer combustion).

I'd have the code checked and fix the problem. Then clen or replace the plugs. It could be the cause of your lower fuel mileage.
