The line from the throttle body to the passenger side valve cover routes filtered, mass-air metered fresh air from in front of the TB blades to the passenger side valve cover. From there it is pulled through the crankcase and lifter valley by the intake manifold vacuum, through the PCV valve, center of the drivers side of the intake manifold. The manifold vacuum is supplied from the U-shaped hose back into the intake on 93/94's and by a line routed from under the TB on the 95-97's.
The amount of vacuum supplied is small, and no where near the level that would typically be used in a racing engine to stabilze the rings. At WOT, there is no intake manifold vacuum, so there is no crankcase vacuum with the stock PCV system at WOT.
If you have excessive blowby on the rings, or the PCV valve is plugged up, the vapor flow reverses and flows from the passenger side valve cover to the TB. This is how oil droplets get deposited in the top of the TB, and start to coat the blades and the throttle bores.
Adding a "breather" to the valve cover doesn't really accomplish much. If you do it, you need to plug the line from the TB. If you are running an S/C, its a whole different story, because of the pressure in the intake manifold.
Great explaination Fred! A while back I found something interesting on Jeff Collops home page. Apparently a friend of his told him about a breather/filter that would fit right into the grommet on the passenger side valve cover. From the information I gathered at his web page, I went to Autozone and purchased the Deutsche breather element PN BF412 and installed in just a few minutes. You can ditch the plastic elbow and you will need to trim about 1" of hose to get it to fit flush. It looks stock and I haven't seen any oil residue under the throttle body cover. I hope this link still works.
