Well, when I did the OBD1 conversion on my '97 years ago in FL, there were no emissions inspections. Now living in NM, they need to scan all OBD2 cars to check for codes....simpl, if you OBD2
Of course the OBD1 computer wont scan as an OBD2 and thus you cant ever pass.... What do you guys do?

get an obd2 ecm and hook it up in the parkin lot. or right before you go. i'll be doing the ecm swap soon too and i'm keeping my obd2 ecm for that particular reason. now i'm military so i dont have state emissions but sooner or later i may have to register legally.
What I do
I have an OBDII PCM that is tuned and set up to use for emmissions with
the exception that it ignores the KS. I just swap the PCM for emmissions
testing and drive the car carefully since there is no functioning KS. It worked
fine last time and I passed. You can also search for my post on the topic.
You also must make sure the minimum OBDII driving cycle states are set in
the PCM. You can search on this too or go to www.obdii.com

If i threw a OBD2 pcm in there i doubt my car would even run, much less not throw any codes. When i did the swap i dont even think OBDII edit was even out yet, that or the price was rediculous.
But maybe thats something i should look into now, getting OBD2 edit and and OBD2 PCM.
Next question is though:
1. can you transfer a OBD1 LT1edit program over to OBD2 lt1 edit? I guess you can just open them side by side if you cant.
2. Does the emmissions computer check the PCM for a vin?? if so, i have no clue how to track down my Original PCM...i sold it 2 years ago to member wolf or wolfpunk something like that.
But maybe thats something i should look into now, getting OBD2 edit and and OBD2 PCM.

I had all this done with Jeff Creech when he was out in SoCal during a
dyno day. The OBDII PCM was dyno tuned and Jeff just made the program
changes necessary for me to use it for emmissions. I'm don't know much
about this stuff and leave it to the pros.
I don't think it matters what OBDII PCM you have. I have two of each just
in case I need to mail one to Jeff. The PCM that I use for smog is not the
original from my car. I have the original, but it's programmed to work with
the 97 KS in case I have to put it in longer term.
