There is a "flow detection" switch on the OBD-II's (96/97). That switch is located between the EEC purge solenoid and the throttle body. Since the solenoid is the item that stops the flow during "non-purge", there will be vacuum anywhere from the TB to the EEC purge solenoid... it will be "sucking". You need to check for leakage on the other side of the purge solenoid... by removing the line that comes from the canister. That is where there should be no vacuum when the solenoid is not energised.

If you have verified that the solenoid is closing completely, and that there are no vacuum leaks in the hoses between the solenoid-switch-TB, you might want to check the flow detection switch and see if it is faulty. I do recall a couple a posts from a while back where people chased this problem down and were never able to find where the code was coming from.

guesss what

i was at work ...checking out the hoses on the sol for the eec...and it looks to me that that hoses were reversed and maybe thats why my car was getting the code p1441...the "S" shaped hose was on top and the one from the tb was on the bottom...

its supposed to be "S" on the BOTTOM and STRAIGHT TUBE FROM TB ON TOP!!!! its been a couple days and no evap codes so i think i might be good to go....i still have a slight hesitation though

I have posted before that if the hoses were swapped, you will get the code.
