Not going into closed loop?

My car has been acting ok but this concerns me.

In Freescan it never says I'm in closed loop. I look at the O2 readings and they move between 0 and 900 and stay at a constant number for 1-2 seconds. I also noticed that the engine temp in freescan is higher than what the needle points to on my dash. The dash will say 190 or so and freescan says 215 or 220. The rich/lean counts are both at zero.

I dont have any hesitation, but the idle is a little rough. The RPMs move between 650 and 675. Are the O2s bad or something?

Also, I have an AC refrigerant low code and an EGR valve code.

Why isn't my car going into closed loop?

Does FreeScan have an indicator of the PCM "flags"..... e.g. status of closed loop enabled, learning enabled, PE enrichment, etc? DataMaster has that (only if you "play" the DataMaster .uni file) and its easy to tell what's going on with regard to closed loop.

Are the short term corrections changing up and down, or are they locked at 128?
