Is my PCM shot? Should it throw codes with injectors, MAF, ICM, etc unplugged?

I bought a 96 Lt1 with a no start condition. It supposedly has a new optispark. I put new wires, new stock coil, and got it all hooked up right (he had it rigged)

Still no start. I'm getting some weird results from testing wires though... Like no ground pulse ever at the non pink injector wires. But the pink wire has a faint ground with the KOEO or while cranking.

The wire at the ICM that's supposed to have a ground pulse is allways grounded with the KOEO and never grounded when cranking?

It's throwing no codes after I try to crank it over for a while other than p0123. For the hell of it I unplugged injectors and a bunch of sensors, the opt, etc. tryed to crank if over for a while. Let it sat, tryed again. Scanned PCM and no codes? Should it be storing codes while cranking or does it have to be running?

Does it sound like my computer? I was thinking optispark because of the no ground pulses but the faint ground on the Injector wires and the no storing of codes has me thinking PCM but I'm an Lt1 Newb so what do you fellas think?

I believe the PCM will not throw codes until the engine is running as some of the self tests that it runs depends on getting an accurate reading back from the O2 sensors, which can not happen until the engine reaches closed loop mode.

I also have a 96 camaro, and I know that when my opti failed it did not throw codes, despite trying to crank the engine several times. Not even an opti failure code. Shoebox has a good writeup on checking the opti, I would start there. http://shbox.com/1/4th_gen_tech2.html#opti_test
