everytime i fill the car all the way up it never pumps anywhere near 16 gallons, and this is when the car guage is reading on top of the E. i figure i should at least be able to pump 15 but most of the time the most i get is 13.5 or something?
Yeah, sounds about right. The overall capacity is still good to know. This may be a little off topic but one of my best friends and I were fixing to come home to Kentucky from the national hipower rifle matches in Ohio, so we stopped to fill up his 95 Z conv. The pump said it held like 18.2something gallons, and the needle wasn't even all the way on E.
Well, the poor dude working inside got an earfull and a half, and I don't know what my friend did once we got back home but I'm almost positive he took some kind of action in reporting the inaccurate pumps.

15.5, but the reason ure reading E and only fill up 13.5 gallons is that the guage is designed to read E with around 2 (+/-1) gallons left in the tank, this is made for people who like to ride around on E, and for girls that dont know how to look at a gas guage :P
