I am having some problems installing this cap & rotor. The kit comes with two screws with washers to install the rotor. If I install the rotor normally, the assembly is very tight and will not spin freely. I then put the two washers under the rotor and it spins freely, but when you put the cap on, there is a noise when it spins.

Are the washers shims, or should they be installed between the screw head and the rotor?

Regarding the seals, there are three, two o-ring types, the third is an o-ring, but square instead of round. Which seal is to be installed where?
